So,
The 4011 chip didn’t fix it (although I have a 4011UBP on the way).

I got some good advice and a clearer copy of the service manual from that.
The next thing to check is : Are there any pulses coming out of the memory chip? (Toshiba TC5501P-1)
If not, we have our culprit, and I replace it.
Otherwise, it’s likely to be a transistor in the Accent circuit (unless it’s ALL the transistors in the sound-generator circuits?)
Let’s hope my multimeter can cope with this!
